Matthew 9:10-13
10 And it came to pass, as Jesus sat at meat in the house, behold, many publicans and sinners came and sat down with him and his disciples.
11 And when the Pharisees saw it, they said unto his disciples, Why eateth your Master with publicans and sinners?
12 But when Jesus heard that, he said unto them, They that be whole need not a physician, but they that are sick.
13 But go ye and learn what that meaneth, I will have mercy, and not sacrifice: for I am not come to call the righteous, but sinners to repentance.
Learn about His Will, what Christ wants from you.
Thelo (translated WILL) = my choice, my delight, my chosen

or ethelo (eth-el'-o); in certain tenses theleo (thel-eh'-o); and etheleo (eth-el-eh'-o); which are otherwise obsolete; apparently strengthened from the alternate form of 138; to determine (as an active option from subjective impulse; whereas 1014 properly denotes rather a passive acquiescence in objective considerations), i.e. choose or prefer (literally or figuratively); by implication, to wish, i.e. be inclined to (sometimes adverbially, gladly); impersonally for the future tense, to be about to; by Hebraism, to delight in:
KJV-- desire, be disposed (forward), intend, list, love, mean, please, have rather, (be) will (have, -ling, -ling [-ly]).
Thelo also can mean compassion, a word that Christ uses more often, more than anyone else.

Re: Publican and sinners.
Witness to those who need it, not those who already have it, go to those who are sick. Go where you are needed, and don't let anyone judge you.
Don't let goody goody two shoes come to play one up-man-ship with you because you are in His field in a less desirable place.
It is Jesus' choice and desire that you have MERCY and not sacrifice. He has come for the sinners - if you are self-righteous then you don't need His help. But Christ said: go learn this. It is your choice to learn what this means.
MERCY is LOVE in a KIND WAY. He said THIS IS WHAT I WANT FROM YOU. The knowledge of God more than burnt offerings. The greatest power in the world is LOVE.
